Navy Aligns Public Works Under Installation Commanding Officers
WASHINGTON (Sept. 22, 2026) – The Navy today announced the completion of the transfer of public works maintenance teams from Naval Facilities Engineering Systems Command (NAVFAC) to Commander, Navy Installations Command (CNIC), placing approximately 10,000 civilian and military personnel under the direct authority of base commanding officers.
“This move is all about giving our base commanders the tools and authority they need to get the job done,” said Vice Adm. Scott Gray, Commander, Navy Installations Command. “By putting maintenance teams directly under local command, we can make quicker decisions, prioritize repairs, and keep our bases running smoothly. I am proud to welcome public works professionals to the CNIC team as we work together to support our Sailors, families, and fleet operations.”
The Navy completed the first stage of this realignment in February 2026, transferring approximately 2,000 installation personnel providing facilities management and environmental functions services. The second stage of the realignment completed Sept. 20, 2026, and includes approximately 8,000 installation public works and mission support personnel. The administrative transfer of host nation and U.S. civilian service personnel in Japan will occur Nov. 1, 2026, in accordance with country-specific personnel transfer requirements.
While CNIC will now run everyday base maintenance, NAVFAC will provide infrastructure construction, engineering, and contracting capabilities that enable Navy and Marine Corps lethality.
“NAVFAC and CNIC worked closely together to set the conditions for a seamless transition of public works functions and ensure continuous support to the fleet,” said Rear Adm. Jeff Kilian, Commander, Naval Facilities Engineering Systems Command. “This realignment strengthens NAVFAC’s ability to drive acquisition reform and accelerate delivery of infrastructure solutions critical to Navy and Marine Corps warfighting readiness.”
Commander, Navy Installations Command is responsible for worldwide U.S. Navy Shore installation management, designing and developing integrated solutions for sustainment and development of Navy shore infrastructure as well as quality of life programs. CNIC oversees 10 Navy regions, 71 installations, and more than 63,000 employees who are focused on warfighting and manning, training and equipping the Shore to fight and win. Navy installations are warfighting platforms essential to every fleet operation.
